Information Packs
As of April 6th 2009, property marketing cannot commence unless the HIP contains:
● A completed Index
● A completed PIQ Property Information Questionnaire
● An Energy Performance Certificate (EPC) or Predicted Energy Certificate (PEA) for New Build Homes.
● A completed Sale Statement
● Title Documentation
● Property searches and leasehold information must be requested and obtained within 28 days (but will not delay marketing the property)
These new measures mean that an estate agent cannot erect a ‘for sale’ board, list the property online or in the local newspaper, or do anything else that can be constituted as ‘marketing’ without the above components being completed first.
Any delays in getting these basic Home Information Pack components in place will prevent you from marketing your property, which could mean that you may miss out on important viewings from home buyers. Therefore Home Information Pack providers who can offer a speedy service will have a competitive edge.
Information about the Property Information Questionnaire (PIQ)
A new edition to the Home Information Pack is the PIQ or Property Information Questionnaire. Details in the PIQ will include flood risk information, gas and electricity safety, service charges (for leasehold property), structural damage, and parking arrangements to help buyers make decisions on whether to view and purchase a property, the PIQ has been introduced by Communities & Local Government (CLG). As it is the vendor who needs to complete this form, you will need to consider how you will go about getting this form completed, An independent HIP provider or property solicitor can offer advice. Delays in getting the PIQ completed will delay the property going onto the market, so it is in your best interest to act promptly if marketing your house for
sale after this deadline.
